In accordance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (the “Clery Act”), the University is required to publish an annual security report and disclose select crime statistics. The crime statistics include three general categories; criminal offenses, hate crimes and arrests or referrals for disciplinary action. Universities are required to report statistics concerning certain offenses reported to local law enforcement agencies or any official of the institution who is defined as a Campus Security Authority (“CSA”).
CSAs are defined as individuals at the University who, by virtue of their position due to official job duties, ad hoc responsibilities or volunteer engagements, are required under the Clery Act to notify the University of alleged Clery Crimes that have been reported to them or observed by another individual, or alleged Clery Crimes they may have personally witnessed.
These employees typically fall under one of the following categories:
- A member of a campus police/security department.
- Individuals having responsibility for campus security in some capacity, but are not members of a campus police/security department (e.g., an individual who is responsible for monitoring the entrance to University property).
- People or offices that are not members of a campus police/security department, but where policy directs individuals to report criminal offenses to them or their office.
- Officials having significant responsibility for student and campus activities, including but not limited to, student housing, student discipline and campus judicial proceedings.
Campus Security Authorities include but are not limited to athletic directors, coaches, advisors to student organizations, resident assistants, faculty with significant student interaction outside the classroom, president, vice presidents, assistant vice presidents, deans, directors, department heads, Title IX coordinators, and police and security personnel. Note: Although Professional Counselors have significant responsibility for student and campus activities, they are not campus security authorities under Clery.
I am requesting 2017 statistics from your department for the following categories which were not reported to the Florida State University Police Department. If you have already reported the offenses through the FSUPD online Clery reporting system, you are not required to resubmit those statistics.
1. Criminal Offenses
- Murder/Non-Negligent Manslaughter
- Negligent Manslaughter
- Sex Offenses: Rape, Fondling, Incest and Statutory Rape
- Robbery
- Burglary (not including vehicle burglaries)
- Aggravated Assault
- Motor Vehicle Theft
- Arson
- Domestic Violence
- Dating Violence
- Stalking
2. Hate Crimes
- If any of the above listed criminal offenses were classified also as “hate crime”
- If any report of theft, assault, intimidation, criminal mischief/vandalism was classified as a “hate crime”.
3. Referrals for Disciplinary Action
- Liquor Law Violations
- Drug Law Violations
- Illegal Weapons Possession
Under Clery, we are required to report offenses that occur on campus, in campus residence facilities, certain non-campus property and certain public property.
Non-Campus property includes property owned or controlled by officially recognized student organizations, property located off main campus that is owned or controlled by the institution, other locations repeatedly used by the institution on school sponsored trips (i.e. if students are housed at the same hotel every year, that hotel must be included in our non-campus geography), property used by students during short away trips for more than one night that are controlled by the institution (housing and study facility, i.e. a study trip), and property used to house students in a study abroad program that is rented or leased by the institution.
In addition to statistics for crimes and disciplinary referrals our department needs a list of all non-campus locations in which the institution arranged for student housing and/or study facilities in 2017 (which meet the above definition on non-campus property). Please provide the name of the property, address and specific dates of stays.
If any individuals in your department that meets the definition of a CSA, as described above, are aware of any crimes that occurred that were not reported to the FSU Police during the 2017 calendar year, she/he needs to record the information on the attached forms.

We are in the process of compiling data for our 2017 Annual Security Report and will need to include these statistics in the final draft. I am requesting that the information be provided no later than June 1, 2018.
CSAs are not required to provide names or personal information on victims. However, date location and type of offense needs to be reported along with any information regarding university affiliation.
In addition, if a serious crime that may cause an ongoing threat to the Florida State University community is reported to anyone who is defined as a CSA, that individual has the responsibility to immediately report the incident to the Florida State University Police Department. If there is any question as to whether an on-going threat exists, immediately contact me or the Deputy Chief in my absence.
In 2015 a request was forwarded to all Deans, Directors and Department Heads requesting information on individuals meeting the definition of a CSA be forwarded to Lt. Clark. Information has been provided to those identified individuals on accessing the FSUPD online Clery Training and the online Clery reporting form. In an attempt to update the list of CSAs, we are requesting each department to submit a list of all current CSAs to Lt. Clark.
